Parameters

Name	Required	Description
`target` string	yes	Avatar UUID or name. Also accepted as: `avatar,` `agent,` `slname,` `slkey`
`message` string	no	Message shown with the offer. Default: `Join me`
`nosafehub` flag	no	Send 1 to refuse the command while the bot is in a Safe Hub region.
